How much ram and cpu would be needed to host 500-1000 pvpgn players? A vps can handle this or dedicated is better?
What about hdd or ssd which is better? Any significant difference if using hdd and not ssd?

Depends.
What game? PvPGN can host a variety of games.
If Diablo 2, that raises a bunch of other questions. Our system handles 500+ on a cheap VPS but our D2GS (D2 gameserver) box is windows and needs a lot of RAM.

So you can easily run PvPGN on either Linux or Windows; for ease of setup and such, I'd go for Windows and use the magic builder.
Generally, for a Windows VPS you'd want a minimum of 1GB of RAM but I'd recommend 3GB, this should be enough to run D2 also (d2gs.exe will use around 1GB alone). If you were wanting to stick with just WC3 you could easily spin this up on a $5-10 Linux VPS and it should easily handle that many connections - just make sure to edit which clients you allow to connect!
I see, so 4GB would be best if there are few hundred diablo players right? How about CPU?
Yeah D2GS is the pain in all the equations really, PvPGN is smooth af.
Uh anything really for CPU, mine barely uses anything. If you can get 2 CPUs on your VPS, definitely take it if the price is good. SSD is always recommended as well these days.
For host suggestions - many use NFOservers. I do a lot with Vultr these days (http://www.vultr.com/?ref=7143643 - full disclosure, referral link). But honestly, any good VPS provider that has a close node to where your player base is will work.
