Well in my opinion if you have a mysql based server build a very simple page for registration using php is very simple. Web registration is the most simple way but remember that email have a reason to be there. You could recompile your server with you own rules (if you have knowledge).

It is probably possible to edit DLLs, you probably know more than us about it hahaha
Another solution is to use the account registration outside the game.
For example, through a website, or as I have my server, via an application (Launcher).
