how do i set starter gear on newly created characters?
and for example 1000 gold.

Replace files/newbie.save with your d2s character file.
Also you can set different file template for every character class in d2cs.conf
# d2s template for a new created characters
newbiefile_amazon = "files/newbie.save"
newbiefile_sorceress = "files/newbie.save"
newbiefile_necromancer = "files/newbie.save"
newbiefile_paladin = "files/newbie.save"
newbiefile_barbarian = "files/newbie.save"
