Windows Host - Need Help

Hey , pvpgn working with 5.7.30 Mysql database , do i still have to run D2DBS ?

Im having another issue found error  08/21 17:52:18.682 main: failed StartServiceCtrlDispatcher but lack of any detailed information , everything works fine , i have created character , joined chat but when trying to join the game im getting
"Failed to Join Game" message after a while of waiting.
