is not in news.txt this caption apparently can not be changed or at least I do not know how to change it

The game will cache the old news if you don't change the date, so if you change the text without setting a newer date it will not display the changes.

then the news changes there problems are not with the date too but the inscription above does not change you stand on Battle.net

As @itarachiu told you change the date and it will start to show the output from news.txt

I presume this will be in patchstring.tbl - search for the text and you should find it.
