Bot commands not working properly

1- Admin user can use !ping command in game lobby but admin cannot use it in game. Plus Admin cannot use !statsdota too while playing.

2- users cannot use it at all.
user cannot use !ping command in lobby and the game. the user can check !statsdota. But the user cannot create game.
non-admin [ ] sent command [ping] with payload [  ]

(bnet_publiccommands = 1)
