If you want to edit 1.99 source in visual studio then download PvPGN Magic Builder, build project and open build\pvpgn.sln.
pvpgn.exe will be compiled in build\src\bnetd\Release\bnetd.exe

I already have visual studio 2010 and dev-cpp or C + + I've also had a magic pvpgn builder and I do not know how to edit the pvpgn

What do you mean by "how to edit the pvpgn"? Open pvpgn project in visual studio or open single code files with notepad and modify code.
Then compile it using VS or magic builder.

походу он не хочет сам изменять пвпгн, просит что бы ты ему изменил
