Creating a custom map only server?

Hello,

1) I'd like to know if it would be possible to create a warcraft 3 server where only specific custom maps (chosen by me) would be allowed to be hosted/played (or who would have the visibility priority over other games hosted by players).

For example, I would only host Dota (joking, it's just an example) or Legion TD and allow hosting of these maps by players.

2) And how to avoid the peer 2 peer connection and host games from my server so there is no delay for players?
